Richland County Sheriff Leon Lott announced today the arrest of David Bryan Poplin (DOB 7-2-86, 2212 Marion Street, Columbia) in connection with the lewd act on a minor.

Sheriff Lott stated that investigators were advised by the Chapin Police Department that Poplin had kissed and fondled a 13 year old girl by grabbing her rear-end and that the incident had occurred in Richland County. Richland County investigators interviewed Poplin who admitted that he committed the act in an effort to arouse himself. Poplin was charged today and booked in to the Alvin S. Glenn Detention Center.
